No. Rockstar games sadly announced back in 2004 San Andreas would be the last in the series for Playstation 2. GTA4 is using a new more fluid technology called NaturalMotion's euphoria animation technology which pushes 3D hardware to the limit. If you want to play GTA4 then you will need to replace your console.
